With the approval of its Management Board, EPSO has decided to postpone the publication of the AD5 generalist competition that was foreseen for July 2025. The date of publication will be communicated at a later stage after the summer.
EPSO is aware of the fact that this competition is eagerly awaited by citizens as a route to an EU career and of the disappointment this news may generate.
However, the postponement decision was not taken lightly, and the launching of this competition remains a high priority goal in EPSO’s overall planning.
EPSO is committed to ensuring a smooth and efficient candidate experience, and the delay is necessary to achieve this. Our goal is to facilitate a seamless transition between the current and the new test provider and allow sufficient time to establish a robust and functional IT platform, ensuring the proper functioning of remote testing on an unprecedented scale. Candidates will be supported with clear, detailed, and timely information and guidelines during the application and testing phase.

On Friday, 20 June 2025, Olivier Salles, EPSO’s Director, signed a framework contract with Open Assessment Technologies, an EU-based company, which will be the new test provider for online delivery of EPSO’s open competitions, following the successful completion of the tendering process.
The efficient and timely integration of the company with EPSO’s processes and IT tools is the next top priority to ensure stable and reliable upcoming selection procedures. The joint efforts will focus on providing a candidate-centric testing experience, enhanced by user-friendly interfaces. This includes addressing the needs of candidates requiring special accommodations. More information on the timeline of starting to run competitions with the new provider will follow after summer.
Gilles Guillard, Chair of EPSO’s Management Board, said ‘EPSO looks very much forward to a fruitful cooperation with Open Assessment Technologies. The successful onboarding of the new provider will be a critical milestone in this cooperation. We expect that the new contractor will deliver a secure, robust, and flexible testing platform that fully meets the requirements to efficiently support the EU selection processes, to the benefit of both candidates and institutions’.
